A second look at the forepaws and their “elbow” bend appears to show that whatever it is, it is feline and not canine.

That said, in a country of 300 plus million people with tens of thousand of illegal pets and two hundred years of circuses, I would not be surprised at all to find that there are feral lions roaming about.
